Deontic flavorings of Singapore

The ingredients list on my bottle of wintermelon tea (I never had wintermelon before and mmmmmm...) goes as follows:

Water, cane sugar, winter melon juice, permitted flavouring and
caramel.

This is the first time I've seen 'permitted flavouring' on an ingredients list. I'm wondering what other deontic flavorings obtain in Singapore. Obligatory flavoring? Forbidden flavoring?

    There's a very posh liquor store in St Andrews called Luvians, but it used to sell (and may for all I know still sell) a cheap imitation of Pringles called Mr Potato. There were four or so flavors - ready salted, cream cheese and chives, barbeque, and salt and vinegar - which all tasted exactly the same somehow. The ingredients included 'permitted food colorings and additives' and 'edible oils'. Edible oils get ranked much higher than inedible oils, in my humble opinion.
